A transformation project of offices into Build-to-Rent signed by Novaxia

With Covid, the transformation project for this office building located in the Rueil 2000 district, in Rueil-Malmaison, initially led by Fulton and designed by the architecture and urban planning agency Bechu & Associé, was transformed even before it came to fruition. And this, despite a purged building permit. Covid arrived and the project already seemed obsolete to us, recalls Clémence Bechu, associate managing director of Bechu & Associés. The timeline for the project is so long that we are forced to anticipate tomorrow, she continues.

Novaxia Développement, which specialises in urban recycling, took over the obsolete asset and launched Karma, a Build-to-Rent operation on behalf of Natif Asset Management, investor and future operator.

Novaxia Développement, which specialises in urban recycling, took over the obsolete asset and launched Karma, a Build-to-Rent operation on behalf of Natif Asset Management, investor and future operator. With a surface area of 10,000 square metres, the asset includes three basement parking levels which alone will be preserved. In place of the offices, it will develop 19,000 square metres of floor space. That is, nine floors, 452 accommodation units, 196 parking spaces as well as common areas and services: patio, terraces, residents’ lounge, coworking, gym, cinema room, games room and a restaurant open to the neighbourhood.

The building is developed around a large façade, on the A86 side.

A large opening allows natural light to enter the heart of an interior garden. The mayor of the city supported us in this change of use on the condition that we keep the façade of the initial project, emphasises Clémence Bechu. After several unsuccessful projects - such as its relocation to the departmental park of Chanteraines -, it is only forty years after its classification that its renovation is finally confirmed with the choice, at the beginning of April, of the architect who will carry out the works for an estimated amount of 8 million euros. This budget explains why the sale price of the station set by SNCF to the city of Asnières, last summer, was only 425,000 euros.

But beyond its architectural dimension, Karma aims to transform the Rueil 2000 district, historically marked by its tertiary vocation. It addresses a dual issue: the growing vacancy of office space in Île-de-France and the shortage of accommodation in this area. This large-scale project in Rueil-Malmaison perfectly illustrates the expertise of Novaxia Développement in recycling complex assets into innovative opportunities. By recycling 10,000 square metres of vacant offices into a hotel residence, we are aiming for a double creation of value, financial for the investor and extra-financial for the territory, concludes Romain Ferré, Head of Development at Novaxia Développement.
